The government of India told the Supreme Court of India that if they make the qualifying marks for the PG lower it will not change how good the doctors are at their job. They said that everyone who takes the exam has already finished their MBBS degree. This means they have already learned about medicine and practiced in a hospital. So we already know they are doctors.
The government said that the cut-off marks are just used to decide who can apply for postgraduate studies. These marks do not show everything about what a doctor knows or how well they can do their job. If they lower the cut-off it just means more people can try to get into postgraduate programs. It does not mean that people who are not qualified will become specialists.
The government also said that a lot of the time there are not enough people to fill all the spots for postgraduate medical studies because the cut-offs are too high. If they lower the qualifying marks for the NEET PG more doctors can become specialists. This will help because there are no specialists in the country right now. The government told the court that students will still have to go through training and evaluations when they are in postgraduate programs. This means that the standards for healthcare and how well doctors can do their jobs will stay the same. The NEET PG is still important because it helps decide who can become a doctor.
